Remarks by Mr. Ke Yousheng at the Side Event on Poverty Reduction

Distinguished Delegates,

Ladies and gentlemen,

Good afternoon. Welcome all distinguished delegates to this side event titled “Forward-Looking and Targeted Poverty Reduction for Post-COVID Recovery: Latest Policy Experience from Asia-Pacific”. Today, the COVID-19 pandemic is still undergoing many twists and turns, global economic recovery has been uneven. Accroding to ESCAP analysis, the pandemic has caused about 90 million people in the Asia-Pacific region to return to extreme poverty, which exacerbates social inequality and severely impacts the endeavors to promote sustainable development. In the face of uncertain and unstable economic and social development, poverty reduction has become the priority of governments and people, and has become the core objective of building back better. In view of this, China, Uzbekistan and the ESCAP secretariat jointly organize this side event with a focus on targeted poverty reduction and post-pandemic recovery. The side event will facilitate poverty reduction practices and experiences sharing among members and promote regional poverty reduction cooperation.

Ladies and gentlemen,

As the largest developing country, China has been working hard to eradicate poverty. Under the strong leadership of the Communist Party of China, China has lifted 770 million people out of poverty over the past 40 years of reform and opening up, which contributes to more than 70% of global poverty reduction during this period. In particular, in the past 8 years, China has made poverty reduction a top priority in national governance, nearly 100 million rural residents that fell below the current poverty line have now been lifted out of poverty which secures a complete victory in the fight against poverty. Building on this achievement, China has completed the arduous task of eradicating absolute poverty, and achieved the poverty reduction target of the UN’s 2030 Agenda for Sustainable Development 10 years ahead of schedule, which constitutes a miracle in the history of human society development.

This year marks the 100th anniversary of the Communist Party of China. On July 1, President Xi Jinping made an important speech at the Ceremony Marking the Centenary of the CPC. He solemnly announced that China has built a moderately prosperous society in all respects, and historically solved the problem of absolute poverty. Poverty is not socialism. The most arduous tasks associated with the goal of building a moderately prosperous society in all respects are those in poor areas, and this goal cannot be completed if poor areas have not reached moderate prosperity. At present, China is stepping up to implement the new development philosophy and promote common prosperity. With regard to China’s practices on poverty reduction, I have the following to share:

First, a strong leadership for poverty reduction. The secret of China's success in poverty reduction is the leadership of the CPC. The CPC regards poverty reduction as its core task. President Xi Jinping has made more than 50 visits to poor rural areas to inspect the situation on the ground. Poverty reduction has been incorporated into the national development strategy. Governments at all levels draws up their working plans, set up a sound working mechanism, and dispatch capable personnel on the battlefields of the fight against poverty. A total amount of 255,000 work teams have been assigned to support poverty reduction.

Second, a people-centered approach. CPC and Chinese government have always remained committed to standing on the side of the people, and consistently stressed that eradicating poverty, improving people’s lives, and achieving common prosperity represent the essential requirements of socialism. We have made public satisfaction an important measure of the effectiveness of poverty eradication initiatives, and focused our efforts on addressing the basic needs of the poor, leaving no one behind. We have secured enough funding for poverty reduction. Over the past 8 years, governments at all levels have earmarked a total of nearly 1.6 trillion RMB for poverty reduction.

Third, eradicating poverty through development. We made poverty reduction precise in terms of the management of target groups, set up a national registration system, accurately identified 128,000 poor villages, 29.48 million poor households and 89.62 million poor people, which help to allocate poverty reduction resources to the places and people that truly needed them. Based on actual situations, we come up with different solutions, including development of industries, resettlement, ecological compensation, improvement of education, social security, etc. We took precise measures to enhance the "blood-making" capacity of poor areas, improve development capabilities, and make development the most effective way to eradicate poverty.

Fourth, the participation of the whole society. All sectors of Chinese society have come together in will and action to fight poverty. We strengthen partnerships between the east and west and facilitated the flow of talents, funds and technologies to poor areas. We encourage all social sectors to leverage their own strengths to help fight poverty, including through businesses, technology, education, culture, health programs, and consumption. With the participation of private sectors, social organizations, and individual citizens, we have created a structure of collective efforts to fight poverty, namely designated funds, industrial support, and social program.

Ladies and gentlemen,

Fighting the pandemic and pushing for economic recovery are the most urgent tasks of countries. China always stands in solidarity with international community including developing countries. We have been actively promoting South-South cooperation, and have provided development aid to more than 160 developing countries. We are honoring our solemn commitment to make vaccines a global public good, and have provided more than 1.4 billion doses of vaccines to over 100 countries and international organizations. China will provide a total of two billion doses of vaccines further more to the world by the end of this year. On top of the 100 million USD donation to COVAX, China will donate an additional 100 million doses to fellow developing countries within this year. This is China's important contribution to global vaccination.

Facing the severe challenges posed by the pandemic on global poverty reduction and sustainable development, President Xi Jinping solemnly proposed the Global Development Initiative at the General Debate of the 76th Session of the United Nations General Assembly on 21 September. He called on the international community to accelerate implementation of the 2030 SDGs for more robust, greener and more balanced global development, and foster a global community of development with a shared future.

China stands ready to work with all parties in Asia-Pacific region to advance the Global Development Initiative for building back better. We need to take development as a priority, and foster global development partnerships that are more equal and balanced. Committed to a people-centered approach, we shall safeguard and improve people’s livelihoods, protect and promote human rights, and achieve well-rounded development of people. We need to make benefits for all, address unbalanced and inadequate development among and within countries with innovation-driven development and new growth drivers in the post-COVID era. Harmony between man and nature should be built to improve global environmental governance and actively respond to climate change. With results-oriented actions and increasing input in development, we can work together in joint efforts to achieve poverty reduction for an Asia-Pacific community with a shared future.
