Distinguished Madam Executive Secretary,

Dear Colleagues,

China will hold the 11th G20 Summit in Hangzhou, Zhejiang province, on September 4 and 5. the theme of the Hangzhou Summit, "Toward an Innovative, Invigorated, Interconnected and Inclusive World Economy", is designed in light of the development needs of all countries amid the current economic situation to promote stable growth in the short term by addressing the symptom and to drive growth in the long term through tackling the root cause. To be specific, "innovative" refers to innovation-driven development, including innovation in science and technology, as well as innovation in development concepts, systems and institutions, business models and structural reform, which will help find new sources of growth for the world economy. "Invigorated" means to lend impetus to the sluggish world economy by exploring new paths, tapping new forces and stimulating new vitality. "Interconnected" indicates a sense of community with shared interests and common future, calling for closer international economic cooperation, sharing of opportunities through connectivity and creation of synergy through sound interactions. "Inclusive" aims to narrow development gaps among countries, focus more on developing countries and all groups of people, and allow all people to benefit from the growth of the world economy.

As a premier forum for international economic cooperation, the G20 has played an important role in tackling the international financial crisis. Today, as the world economy and international economic cooperation have come to yet another turning point, China hopes that the G20 Hangzhou Summit this year will achieve the following objectives: First, to play a leading role, demonstrate ambition and chart the course for world economic growth. Second, to strengthen international economic cooperation and highlight the spirit of partnership and joint efforts in response to risks and challenges. Third, to innovate institutional building and create cooperation platforms to shift the G20 from a mechanism for crisis response to one of long-term governance. 

To that end, China has proposed four key priorities under the theme of the summit, that is, "breaking a new path for growth", "more effective and efficient global economic and financial governance", "robust international trade and investment", and "inclusive and interconnected development". 

To break a new path for growth, the focus is to advance reform and innovation and to create and seize new opportunities to enhance the potential for medium-to-long term growth in the world economy.  Under this topic, G20 priorities include innovation, new industrial revolution, digital economy and structural reform. China will push for the formulation of a G20 Innovative Growth Blueprint, and formulation of action plans on innovation, new industrial revolution and digital economy, identify priority areas and guiding principles of structural reform, and foster new drivers of world economic growth. These will be the landmark outcomes of G20 Hangzhou Summit, which will contribute significantly in leading the development of world economy. 

 To improve global economic and financial governance is about increasing the representation and voice of emerging markets and developing countries, and making the world economy more risk-resilient. This year, China has relaunched the G20 International Financial Architecture Working Group,continued to promote quota and voting power reforms of the IMF and the World Bank, held in-depth discussions on such issues as sovereign debt restructuring, cross-border capital flows, global financial safety net and greater role of the special drawing rights. The G20 Green Finance Study Group has been set up to facilitate the development of green industries. Moreover, we are also working to enhance governance and cooperation in anti-corruption fields, work out G20 High-Level Principles on International Fugitive Repatriation and Asset Recovery, set up a research center on fugitive repatriation and asset recovery, and formulate an anti-corruption action plan to foster a law-based, norm-abiding and sound international development environment.

 To promote international trade and investment is aimed at fostering an open world economy and reinvigorate global growth. The G20 will formulate a global trade growth strategy, improve global trade governance, promote trade finance, reduce trade costs, and strengthen the capacity of developing countries in participating in the global value chain. We will also formulate Guiding Principles for Global Investment Policy-Making to fill the gap of international investment governance.

To improve inclusive and interconnected growth calls for implementation of the 2030 Agenda for Sustainable Development and will strengthen the momentum of world economic growth.

    —the summit will focus on Africa and the least developed countries, and propose a cooperation initiative, and provide policy support and recommendations to help these countries accelerate industrialization and realize poverty reduction and SDGs.

    --The Summit will push the G20 members to make the commitment to sign the Paris Agreement at an early date and bring the Agreement into force as soon as possible. In early April, G20 sherpa meeting issued the first G20 Presidency Statement on climate change, which showed G20’s leading role in addressing climate change. We have noted the statement of Secretary-General Ban Ki-moon which welcomed the G20’s political support and appreciated China's strong leadership.

    --The Summit will formulate a G20 Entrepreneurship Action Plan and establish a G20 Entrepreneurship Research Center to promote employment, encourage entrepreneurship and experience sharing.

    --The Summit will formulate Sub-Saharan Africa and Asia-Pacific Regional Energy Access Action Plan, as well as a Clean Energy Action Plan. We will also issue a Beijing Communique of G20 Energy Minister.We would like to particularly point out that ESCAP has profoundly participated in the process of G20 Energy Working Group and played a indispensable role in facilitating the outcomes on energy access and clean energy. In the capacity of G20 presidency, China would like to express our high appreciation and gratitude to ESCAP.

Dear Colleagues,

 As the G20 Presidency, China invites more developing countries to the G20 activities this year than any time before in the history of the G20. We have invited Egypt, Senegal, Chad, Kazakhstan and the Laos as guest countries and Thailand, the Chairmanship of the Group of 77, to join the development working group, in a hope to increase the representation of developing countries and reflect, in a more balanced way, the real needs and direction of world development.We will host supporting events such as the B20 Summit, the L20 Meeting, the Y20 Meeting, the W20 Meeting and the T20 Meeting to listen to the voices of sectors across the society, make the Hangzhou Summit more inclusive and garner broad popular support for G20 cooperation.

I would like to take a few more minutes to introduce the B20 process. The Business 20 is responsible for advising the G20 on how to stimulate global economic growth together with sound global governance. B20 task forces are organized annually, with the key issues in world economic development borne in mind.

The B20 2016 Host Committee has decided to establish five task forces, namely Financing Growth, Trade and Investment, Infrastructure, SME Development and Employment, joined by a special forum on anti-corruption.

We have invited 32 famous international business leaders to be Chairs and Co-Chairs. There are more than 500 members in the 5 task forces, and more than 160 members from Asia-Pacific region. B20 will pay attention to the Asia-Pacific region participation, Members of the working group in the Asia Pacific region to participate more than in previous years.

For effective interaction between B20 and G20, and enhance the advocacy impact, B20 will convene 14 major events throughout the year. The most important event of all is the B20 Summit on September 3rd and 4th, to be held back to back with the G20 Leaders’ meeting. We plan to invite several G20 leaders to address the summit and interact with the business community.

    There is only less than four months to go before the summit.The preparations are going smoothly. Our efforts have received full recognition from G20 members, guest countries and relevant international organizations. We have every reason to be confident about the success of the summit.

Openness, inclusiveness and transparency are the principles China follows in hosting events. As the G20 presidency, China will engage with relevant regions, countries and international organizations in the lead-up to the summit to communicate its vision and approaches in hosting the summit and take in their suggestions so as to secure more outcomes for the summit for the benefit of more people.
