The Development of China, the Opportunity for Asia-Pacific  

Speech at the China Day Event by

  Madame Armida Salsiah Alisjahbana, Deputy Secretary General of the United Nations and Executive Secretary of ESCAP,

  Ladies and Gentlemen,

  Welcome to the China Day Event.

  This year marks the 70th anniversary of the founding of the People’s Republic of China. The founding of new China opened up a new era in the history of China. From then on, the over 100-year humiliating history of being invaded and enslaved came to an end and China became a genuinely independent country. In just 7 decades, the new China has gone through tremendous transformation from standing up to growing rich and becoming strong, creating a miracle in the human history.

  Over the past 7 decades, earth shaking changes have taken place in China. I would like to make a special number, that is, in the past 40 years, 850 million Chinese have shaken off poverty. Such an achievement is nothing but a miracle in the development of mankind. We could see the tremendous changes and remarkable achievements from the photo-exhibition over there. We can also see in the photos that the Chinese people’s faces are brimming with sunny smiles, as their life is getting happier and happier.

  Over the past 7 decades, while making great achievements in economic and social development, China has also continuously deepened and improved its understanding of ecological environmental protection to achieve sustainable development goals. China has successively proposed and established the protection of the environment as a basic national policy, and sustainable development as a national strategy. We are building a resource-saving and environment-friendly society, and the strategic position of ecological environmental protection has been continuously improved. We resolutely declared war on pollution, launched three major action plans for prevention and control of atmospheric, water and soil pollution, and implemented major ecological protection projects such as protecting natural forests, returning farmland to forests and grasslands etc. The quality of the ecological environment continued to improve, and the sense of well-being, happiness and security of the people continued to increase.

  Last 7 decades was a process for China to integrate itself into the global community. While accelerating its own development, China has also made great contributions to the world. Up to now, China has become the second largest world economy and the biggest trading partner to over 130 countries, signed Belt and Road cooperation agreements with more than 150 countries and international organizations, and synergized development plans with the United Nations, ASEAN, the African Union, the European Union, the Eurasian Economic Union as well as other international and regional organizations. Today, China has become a major engine of global growth and an anchor of stability. China is the second largest funding contributor to both the United Nations and UN peacekeeping operations. China also dispatches the largest number of peacekeeping forces among the permanent members of the UN Security Council. China is now pursuing a new round of opening up with higher standard, which I am sure, will deliver new opportunities to Asia and the Pacific.

  Currently, the uncertainties of global economy keep growing. The IMF has continuously lowered its expectation for international economic growth. China’s economy also faces strong downward pressures. The trade war forced on us has, in particular, brought extra challenges to our external environment. Many people are worried about this. However, I can tell everyone clearly that China's economy is resilient. The structure of China’s economy has been adjusted and improved in recent years. The concept of innovative development has significantly built up the quality and efficiency of the economy. The advancement of China's supply-side structural reform keeps generating endogenous power. We are confident that China's economy will maintain steady, rapid and sustainable growth.

  In the face of a volatile international situation, China will stick to the foreign policy of peace, development and win-win cooperation, deepen reform and opening up, promote BRI international cooperation, actively participate in global governance and in the building of a fairer and more equitable international order, and make globalization more open, inclusive, balanced and beneficial for all.

  Dear colleagues,

  ESCAP is the intergovernmental organization with the longest history and the broadest representation in Asia and the Pacific. It has made significant contributions to the regional economic cooperation and integration. China attaches great importance to ESCAP and supports ESCAP in enhancing its role in the process of the UN development system reform. In May this year, during the 2nd Belt and Road Forum for International Cooperation, China and ESCAP signed an MOU on Belt and Road Initiative. We will deepen our relationship, pursue open, green and clean cooperation, and work towards high standard, people-centered and sustainable BRI development. We will enhance cooperation with ESCAP in the fields of infrastructure, transport, trade, energy, innovation etc, so as to fully implement the 2030 Agenda for Sustainable Development in Asia and the Pacific.

  Dear colleagues,

  As a Chinese proverb goes, those who recognize the trend are wise and those who ride the trend will win. Now the world is undergoing profound changes and readjustment. In the face of deglobalization, countries in Asia and the Pacific should firmly stand up against unilateralism and protectionism, and uphold multilateralism, free trade and open economy. Together with the Asia-Pacific countries, China is willing to forge a new type of international relations and build a global community with a shared future. I am confident that China, with stronger development momentum, greater sense of fulfillment of its people and further integration into the world, will definitely bring more opportunities and make greater contributions to Asia and the Pacific and beyond.

  Last but not least, I would like to express my appreciation to ESCAP for its support to this Event today. Thanks all the Ambassadors, heads of regional organizations and all colleagues and friends who join us here. Hope all of you will enjoy the Chinese culture and Chinese food. My thanks also go to the China Cultural Center and the artists, who are going to present wonderful performances.
